Paraguay ratifies the Domestic Workers Convention

On 7 May 2013, the Government of Paraguay deposited with the International Labour Office the instrument of ratification of the Domestic Workers Convention, 2011 (No. 189). Paraguay is the seventh ILO member State and the third Latin American member State to ratify this instrument which, in accordance with its Article 21, paragraph 2 of the Convention, will enter into force on 5 September 2013, twelve months after the date on which it was ratified by two ILO member States.

On 7 May 2013, the Government of Paraguay deposited with the International Labour Office the instrument of ratification of the Domestic Workers Convention, 2011 (No. 189). Paraguay is the seventh ILO member State and the third Latin American member State to ratify this instrument which, in accordance with its Article 21, paragraph 2 of the Convention, will enter into force on 5 September 2013, twelve months after the date on which it was ratified by two ILO member States.

With 18 per cent of all women workers in Paraguay employed as domestic workers, domestic work is the second largest occupation in terms of women’s employment. However, it is also one of the most precarious and disadvantaged occupations. The average remuneration of domestic workers represents approximately 40 per cent of the national minimum wage. Domestic workers remain practically uncovered by social security and they work significantly longer hours compared to other categories of workers.

In transmitting the instrument of ratification, Mr Miguel Candia Ibarra, Officer in charge, a.i., Permanent Mission of Paraguay to the United Nations Office, stated: “The ratification of the innovative Convention concerning the labour rights of domestic workers emphasizes the commitment of Paraguay to the effective protection of this vulnerable category of workers. This important step also shows the strong adherence of Paraguay to the core values and fundamental principles of the ILO.”

In receiving the instrument of ratification of Convention No. 189 by Paraguay, the Director of the International Labour Standards Department, Ms Cleopatra Doumbia-Henry, stated: “I am particularly pleased that today’s ratification of Convention No., 189 by Paraguay confirms and strengthens the leading role of Latin American and Central American countries in endorsing the Convention, thus ensuring that domestic workers enjoy not only fundamental rights at work but also the full range of other labour rights. By ratifying this instrument, Paraguay joins the global effort to ensure that domestic workers worldwide enjoy the protection, respect and recognition that they deserve.”
