Trade unions and domestic workers’ groups in Hong Kong and the Philippines – which spearheaded a renewed campaign earlier this year demanding “zero recruitment fees and violations” – have stepped up their efforts for the effective implementation of recruitment regulations in Hong Kong and the Philippines, and in making agencies accountable for recruitment violations. A research the groups have done revealed that "the violations are not only in terms of excessive fees, but also practices that undermine or violate labour rights and protection measures for domestic workers.

The Domestic Workers Union, jointly with other unions and women’s movement, launched a public signature campaign in Colombo on June 16 2013, International Domestic Workers’ Day. It is a campaign to get support from the public to press the government to establish a domestic workers act. Several signature collection points were set up in Colombo: in Maradana (opposite of railway station), in front of a supermarket in Nugegoda and Fort Railway station. Members of the unions and women’s movement started to collect signatures from the passer by at 10.00 to 12.30 pm.

On 16 June 2013 the Africa Domestic Workers’ Network (AfDWN) was launched in Cape Town, South Africa, exactly two years after the adoption of the Domestic Workers’ Convention (C189) and at the very time when a diplomatic bag containing South African Government documents ratifying C189 was en route to Geneva for official lodging at the ILO. The launch Conference of the Africa Domestic Workers’ Network took place on 15-16 June 2013. The South African Domestic Service and Allied Workers’ Union (SADSAWU), with the support of the Congress of South Africa Trade Unions (COSATU) hosted the Conference. 95 domestic worker representatives from 17 organizations in 17 countries, with a total membership of 95572, participated in the Conference, and were joined by Steering Committee members and coordinators of the IDWN from Asia, Caribbean, USA and Latin America, as well as supportive organizations from South Africa and from Europe.

India: SEWA-Kerala observed International Domestic Workers' Day

On the eve of the International Domestic Workers' Day, SEWA-Kerala observed the day with a public rally and meeting in Thiruvananthapuram. Members of the union from all over the state participated in the rally raising slogans for ratification of the ILO convention, a national bill for domestic workers, formation of a tripartite board for domestic workers in the central and state level. The public meeting was inaugurated by the former Labour Minister of the state Shri.P.K.Gurudasan. Former Forest Minister of the state, Shri. Binoy Viswam presented the key note address.

Domestic workers' rights move closer to becoming reality worldwide

According to the International Labour Organization (ILO), there are 53-100 million domestic workers worldwide, 83 per cent of whom are women. They represent 4 to 10 per cent of the labour force in developing countries and about 2 per cent in developed countries. Their work is an important contribution to economic and social development. Still, 40 per cent of countries worldwide have no form of regulation of any kind for domestic workers. Around the world, UN Women is working with Governments, domestic workers’ unions and the private sector to promote the rights of domestic workers –majority of who work as domestic helps in households-and ensure that domestic work is both regulated and covered by social protection. This includes supporting the Global Forum on Migration and Development and promoting the ratification of ILO Convention 189 on domestic work – a landmark international treaty adopted on 16 June 2011, which will come into force on 5 September 2013.

On June 16, we will celebrate the second anniversary of the C189 with 7 countries already having ratified the Convention: Uruguay, Philippines, Mauritius, Nicaragua, Italy, Paraguay and Bolivia. The IDWN will join with domestic workers, members of trade unions and other organizations to mobilize and act on this special day to remind each and every government to ratify and implement the Convention: "Domestic Workers are Workers. Ratify C189 Now!"

12 by 12 campaign, meaning that we campaign for twelve ratification of C 189 in 2012. Beyond the twelve, we will in addition, focus on those countries, which have been supportive during the ILO negotiations and in which we have active domestic workers’ organizations. Only by building strong organizations of domestic workers, with broad based alliances, we will be able to make “decent work for domestic workers” a reality.
