Dear Comrades and Sisters,

For an ILO Convention Ending Violence and Harassment in the World of Work


Happy International Women’s Day!

There are just 3 months to go before the International Labour Conference (ILC) will convene its 108th Session during which the proposal instrument on Ending Violence and Harassment in the World of Work will be discussed and tabled for adoption.

We have won some initial successes so far. Our recommendations to include private employment agencies as employer and home inspection as a means of legal enforcement are being included in the Brown Report. Above all, to adopt an international convention was agreed.

However the battle is NOT won yet. Employers and some governments are putting pressure to obstruct this process. We must act!

From now til June, the IDWF will work closely with the International Trade Unions Confederation (ITUC) on a common strategy.  At our Executive Committee meeting in Hong Kong in February, we have developed regional plans for our implementation. The key actions are:

  1. Affiliates to lobby governments wherever possible to support the Convention + Recommendation;
  2. Collect examples of policy, legislations and government measures to address the issues;
  3. Collect concrete and good practices or stories to address violence and harassment by our affiliates, trade unions and other CSOs;
  4. Participation at the ITUC preparatory meeting in April and prepare a Briefing Note on the ILO Blue Report;
  5. Affiliates read the Briefing Note on the ILO Blue Report and send feedbacks to the IDWF;
  6. Convene regional meetings of affiliates to plan and coordinate joint actions – in Latin America, Asia and Africa;
  7. Mobilization of domestic workers for concerted open actions in the countries and in Geneva on International Domestic Workers Day, 16 June;
  8. Participation at the ILC 2019 with a delegation of representatives of our affiliates.
