Frequent news reports about abuses of Indonesian domestic workers who migrate to the Gulf show that Tahira’s experience was not unique. Tahira, whose name was changed for her protection, was one of the 4.3 million Indonesians estimated to be working abroad in 2012. Approximately 76 percent are women, and 90 percent of those are domestic workers. Many of them migrate to the Gulf.

The Minister for Jobs, Enterprise and Innovation, Mr. Richard Bruton, TD, today announced the Government’s decision to ratify the International Labour Organisation (ILO) Convention on Decent Work for Domestic Workers (No. 189), 2011. Minister Bruton secured Government approval to ratify the Convention at its meeting yesterday. This decision puts Ireland among the small group of ILO member countries who have ratified this Convention. To date, only 14 ILO member countries out of 185 have ratified the Domestic Workers Convention and Ireland will be only the third EU country to ratify.

Three years ago, our members joined domestic workers from all over the world to win the passage of the International Labor Organization’s Convention 189 on Decent Work for Domestic Workers. It was a historic recognition that domestic workers are entitled to the same rights and respect as other workers. Today, after passing Domestic Workers Bills of Rights in California and Hawai’i, and steady work to pass similar legislation in Massachusetts and Connecticut, our members are back at the International Labor Organization (ILO) in Geneva, this time to expand rights, recognition and respect to all workers in the “informal” sector, and to ensure that no workers are subject to forced labor.

Dutch Rapporteur urges International Labour Conference to revise Forced Labour Convention

Supplementing the ILO Convention concerning Forced or Compulsory Labour (C029) is an important step towards the eradication of forced labour, says the Dutch National Rapporteur on Trafficking in Human Beings and Sexual Violence against Children. She urges the International Labour Conference to opt for a legally binding protocol. According to the Rapporteur, the proposed set of new rules confirms the link between forced labour and trafficking in human beings. Additionally, revision of the Convention eliminates existing gaps on three important issues: the prevention of forced labour and the protection and compensation of its victims.

Colombia ratifies the Domestic Workers Convention

On 9 May 2014, the Government of Colombia deposited with the International Labour Office the instrument of ratification of the Domestic Workers Convention, 2011 (No. 189). Colombia is the fourteenth ILO member State and the eight Latin American member State to ratify this instrument that seeks to improve the working and living conditions of tens of millions of domestic workers worldwide.
