CHILE -

From 22 to 26 September 2014, domestic workers and activists from around Latin America met in Santiago, Chile to analyze the situation of domestic workers in Latin America, develop an action plan, strengthen the effort to ratify C189 and discuss the IDWF communication network.

  

38 representatives from IDWF affiliates participated in the workshop, and came from Mexico, United States, Chile, Uruguay, Paraguay, Argentina, Nicaragua, Costa Rica, Colombia, Nicaragua, Dominican Republic, Bolivia, Peru, and Brazil.

Activities

Day 1 - Communication

  • The participants noted that they lacked financial resources.
  • Most of their communication is done in person or over the phone as internet is often not available.

Day 2 - Congress visit & IDWF Communication Network

  • The IDWF communication network was introduced as an online platform for domestic workers to share reports, news, and photos between groups. The network will be available in English, Spanish, and French.
  • The participants together with the members of the domestic workers union in Chile –  SINTRACAP visited the Congress of the Republic of Chile, where legislators were voting on the Domestic Workers Law.
  • The Minister of Labour Javiera Blanco spoke about the poor working conditions and discrimination against domestic workers and recognized the contributions made by the domestic workers unions such as SINTRACAP, SINDUTCAP, ANECAP and the Foundation of Older Workers Margarita Pozo in promoting the law.
  • In the end, the Domestic Workers Law was adopted with 28 votes!  On the same day, the labour ministry approved the C189.

Day 3 - Products

  • The women presented products that they had created. The five groups created a press release, conducted interviews, wrote a reflection on the workshop, collected photographs, and created a video about the struggles of domestic workers in Chile. 

Day 4: Discussion on the C189 and Gender Violence

  • Maria Elena Valenzuela from the ILO presented information about C189 and the legal gaps existing in the region. 
  • Marieke Koning of the ITUC spoke on gender violence and invited organizations to write to their governments about the issue of gender violence in the workplace, so that this can be discussed at the International Labour Conference in 2016.

Outcomes

The women agreed on some key focuses for IDWF including strengthening the unions and pushing for legal reform. This can be accomplished through:

  1. Developing economic resources to support activities and campaigns
  2. Campaigning for ratification and implementation of C189
  3. Building alliances through social networks
  4. Strengthening domestic workers unions and membership
  5. Campaigning to end forced migration and trafficking
  6. Campaigning to end violence against women, migrants, and domestic workers
