End Modern-Day Slavery,
Ratify the C189 Now


The International Domestic Workers Federation is an international organization of domestic workers, with 48 affiliates in 40 countries.  They include FENTRAHOGARP, SINTRAHOGARP SINTTRAHOL, CCTH and IPROFOTH, 5 domestic workers trade unions and organizations in Peru. 

We, together with other workers in trade unions and other allies were instrumental in the adoption of the ILO Convention 189 for domestic workers at the International Labour Conference in Geneva in 2011.  Since then, our campaign has continued to call on governments of the member-states of the ILO to ratify the C189 so that domestic workers everywhere will have real rights and protection. 

So far, 15 countries have ratified the C189, including 8 in the Latin America which is the champion region of the Ratification so far.  However we are very much concerned with the slow pace that your government has taken in this regard.   

Similar in many countries, domestic workers in Peru deserve the same rights and protection as all the other workers.  According to reports, many of them work in abusive conditions.  Many work without minimum wage coverage, long working hours without compensation, without social security and others.  Our affiliates in your countries have been advocating for change and improvement relentlessly since the adoption of the C189.  Any delay in answering to this call is an act of injustice to the domestic workers – many of them have been treated for decades, if not centuries, as second-class citizens.

We have also been informed of the negative position of the employers in your country over the Ratification.  This is unacceptable.  As beneficiaries of the services provided by domestic workers and as citizens, they should heed to their responsibility in building a fairer and more just society for everyone by ending this form of modern-day slavery.

We are aware that a domestic law has been existing in your country for more than 10 years since 2003 providing domestic workers with rights.  To ratify the C189 would be a natural second step.  We strongly urge you to do so as soon as possible.

We will continue to monitor the situation of the Ratification and do all we can to support our affiliates in Peru until the C189 is ratified in Peru.
