The ILO Convention 189 Decent work for domestic workers (C189) has been adopted for five years since 2011. Since then, we have seen growing interest on the situation of domestic workers among trade unions, civil society groups, governments, employers and the general public. 22 countries have ratified C189.

Some governments have put forward legal and policy changes to protect domestic workers’ rights. Bangladesh, Thailand, India and Nepal are some of those in Asia.

IDWF currently has 59 affiliates in 47 countries, organized over 500,000 domestic workers. We have seen vibrant organizing and advocacy work by our affiliates. There are emerging domestic workers leaders – thanks to relentless effort made by affiliates on leadership building. These domestic workers leaders are running regular activities and meetings for their members, trainings, actions, policy dialogues etc.

However, as observed, there are gaps between the objectives and goals of those activities and the results achieved. It is largely due to lack of capacities of the organizations or the domestic workers themselves. One of the capacity deficit is the skills and knowledge of systematic planning among domestic workers leaders and other leaders in their unions/organizations.

More than half of responding affiliates in IDWF affiliates’ survey done last August reflected that they need improvement in planning. Based on reports from IDWF affiliates, we have seen our affiliates who have done a lot of various activities without achieving their initial goals. We have seen advocacy work with many demands but with no short-term and achievable goal and priority that can guide the organizations to move forward step by step.

We believe the domestic workers unions and organizations can achieve more, with better planning to bring empowerment of workers and change in working condition.

The ILO PROMOTE project supports this IDWF initiative in building capacity of domestic workers unions and organizations in Asia. IDWF executive committee and secretariat has developed IDWF 5 years’ strategic plan (2016-2020). As a next step, it aims to strengthen the capacities of our affiliates to implement their own plans and IDWF 5-year strategic plan with success.

The IDWF, with the support of ILO PROMOTE project, organized the  Regional Training of Trainers (ToT) of Domestic Workers:  Planning for empowerment and change, 31 July to 3 Aug 2016 in Jakarta, Indonesia. Jala PRT, IDWF affiliate in Indonesia, is the local host. The workshop will get together 25 participants with experienced domestic workers leaders and organizers. Prior to the ToT, a manual on planning will be drafted. After the workshop, there will be mentoring support for selected participants .

Elsa Ramous 

Elsa Ramous is an ILO consultant. She used to workas a senior specialist for workers activities at ILO Asia Pacific, 2005-09 and director of Equality and Youth at ICFTU (now ITUC) from 1998-2005. 

She is the writer of the "Decent work for Domestic Workers in Asia and Pacific - Manual for Trainers".
