We are writing on the occasion of the first anniversary of the adoption of the ILO Convention Concerning Decent Work for Domestic Workers (Domestic Workers Convention, C. 189) to encourage your Excellency to make a public commitment on the 16th of June, which is now the International Domestic Workers’ Day, to ratification and implementation of the Domestic Workers Convention.
On June 16, 2011, ILO members voted overwhelmingly to adopt this groundbreaking treaty and establish the first global standards for the estimated 50 to 100 million domestic workers worldwide. Last month, Uruguay became the first country to ratify the new convention, and we anticipate that the convention will soon enter into force.
By providing domestic workers with protections equivalent to those available to other workers— including weekly days off, limits to hours of work, minimum wage coverage, overtime compensation, and social security—the Domestic Workers Convention addresses historic discrimination and frequent exclusion from labor laws for our sector, and promises better working conditions and better lives for us in tens of thousands in this country. The Convention also obliges states party to take important steps to protect domestic workers from violence and abuse, to regulate private employment agencies that recruit and employ domestic workers, and to prevent child labor in domestic work.
As the first anniversary of this historic Convention’s adoption approaches, we urge your government, if it has not already done so, to:
- To review our national laws and reform them as necessary to bring them into line with the new convention and recommendation;
- To make a public commitment to ratify the convention and implement the recommendation, and to do so as soon as possible.
Action by you will ensure that the standards adopted a year ago become a reality for domestic workers, and that we will not have to wait any longer for long overdue and desperately needed protections.
