Domestic workers in Indonesia continue conducting the Rally with the Decent Work for Domestic Workers (2DW) Thumb Rally starting from 1 April 2015. 

A message from JALA PRT:

Calling Solidarity for Decent Work for Indonesia Domestic Workers
Urge the Indonesian Parliament and Government:
To Establish a National Law for the Protection of Domestic Workers, to Ratify the ILO Convention 189 and R201 Now
 
JALA PRT  recorded that in 2014 at least 408  cases of violence against domestic workers in many cities: Medan, Gerater Jakarta, Surabaya, and many other. Not long ago, we even shocked by the torture and murder cases of domestic workers in the field with the number of victims is not small. Later, appeared again in Depok violence against a Domestic Workers aged 60 years.
 
The cases above are just a small fraction of cases of violence and rights violations that occurred Domestic Workers. Not only in Indonesia, violence against Domestic Workers also occur against migrant domestic workers abroad. Nirmala Bonat, Sumiati, Erwiana are three of the many cases of violence against migrant domestic workers. Millions of Indonesian domestic workers who are under exploitation and abuses locally and abroad.
 
Indonesia is a country with one of the largest number of domestic workers in all Asia. This includes 10 million local domestic workers in Indonesia and 6 million migrant domestic workers abroad. Their work has been an integral part of thriving economies in the world. Every day, they work around the clock to send billions of remittance home. Yet, until now, Indonesian domestic workers remain the most exploited, by the malpractice of employment agencies, bad employers and discriminatory policies and society.
 
We urge the parliament and government of Indonesia to establish a national law to protect millions of domestic workers and ratify The ILO Convention 189 and R 201,  cooperate with destination countries to ensure the protection of migrant domestic workers.
 
JALA PRT has submitted the Draft of Domestic Workers Law since 2004 to Parliament and Government. But until now 2015, it means 11 years, 3 times of the parliament and  government has not had good willingness to deliberate and  to pass it. Same situation on ILO Convention 189 and R 201. The  Indonesia President - at 100 Session of ILC 14 June 2011 -  has promised  will support and make the convention as reference law of National Domestic Workers Law and Amendment of Migrant Workers Law.
 
The situation become worse because the Parliament removed  the Draft of Domestic Workers National Law from the priorities  list of the national legislation in the beginning of 2015. The Government refuses also to submit it.  Even the Government announces  discriminatory plan with Roadmap Termination of  Migrant domestic workers.
 
Responding the Parliament and the Government , JALA PRT protest with  Hunger Strike Rally be held from March 7, 2015.  Now the Rally has more than 1517  supporters from various background:  local and migrant domestic workers, workers, farmers,  teachers, lecturers, researchers, journalists, students, home based workers,  from various regions in Indonesia and many countries:  Malaysia, Singapore,  Hong Kong, Netherlands, USA, Belgia, UK, etc.
 
24 March 2015, through action to Parliament we met the Commission 9 Parliament  and pressed the  to put back the Draft of Domestic Workers National to be 2015 Priorities List of National Legislation. The Parliament promised will follow up to put back as priorities and also deliberate the Law and ratify the C189.
 
Now, we continue conducting the Rally with the Decent Work for Domestic Workers (2DW) Thumb Rally  we launch 1st April 2015.  We call solidarity action to IDWF, ITUC and the affiliation to mobilize supporting with join the 2DW Thumb Rally.

The demands of our Rally are:
  1. We urge the Parliament and Government of Indonesia to immediately take further step to deliberate and pass Domestic Workers National Law;
  2. We urge the Parliament and Government of Indonesia to immediately take further steps to ratify and integrate the stipulations of the convention C189 and R201 in the national law.
